AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
