The UK and US have hammered out a important bilateral deal that will guarantee zero import taxes on UK drug products going into the US market.

Agreement Details of the Accord

As part of the deal, the UK has committed to boost spending on drugs through the public health system. This move secures that duties on these crucial products will stay at zero for a period of the next three years.

This deal comes after previous threats to significantly raise import taxes on branded pharmaceutical products, with figures floated up to one hundred percent.

"This agreement between the United Kingdom bolsters the international landscape for cutting-edge drugs and introduces much-needed balance to transatlantic drug exports," a statement declared.

Economic Impact

Drugs are one of the the United Kingdom's most significant export categories to the US, which is easily the largest destination for major companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months leading up to the third quarter, the UK sold pharmaceutical products worth billions to the US. This value made up nearly one-fifth of all goods exports in that span.

"This agreement protects employment, boosts investment and paves the way for the UK to become a international leader for biotech and pharma," a government official remarked.

Key British Pledges

The deal includes several specific changes from the British government:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it deems new medicines to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a goal to raise total health service expenditure on drugs from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The sum manufacturers must pay back to the NHS to stay within budget will be limited at 15%. Previously, repayments exceeded twenty percent.

Broader Context

This agreement follows a long-running dispute between the sector and the ministers over spending levels and NHS adoption.

These tensions were exacerbated by claims that American customers were paying a premium for the identical medicines than people in the Britain and the EU.

Over the last 18 months, several large manufacturing plans in the UK have been paused or scrapped, while major funding commitments have been pledged toward projects in the United States.

One official stated that the NHS had to increase expenditure on medicines, noting that its budget allocation on drugs had decreased as a proportion of its total funding over the past decade.
